Management of the Cotton Cay dock by the Raizal Council

The Cotton Cay dock is being managed by the provisional Raizal Council (Raizal Authority) since year 2021, due to one of the various agreements that resulted from the process of prior consultation between the departmental government and the Raizal People over the dock. Such prior consultation process was protocolized by June 11th, 2019.

How much money is collected at the dock?


The money that is received from the management come basically from the fee that tourists and visitors pay to enter to the place, from where they find facility to hire boats (from various owners that gathered there) to get a tour to the cays. The tariff that is charged to enter to the dock is COP $5.000 per visitor; there is no other entrance of money to the Raizal Council from the management of the dock.



What are the expenses at the dock?


Amongst the most common expenses, there is the payment for maintenance of the dock, the monthly operation expenses (like energy/light service, cleaning), and the payroll for around eleven employees (which is summing up to COP $26.100.000 per month). Some of the money had spent as donations money for humanitarian helps. As well, the traveling/lodging/food expenses for the members of the Raizal Council from Providence is paid whenever meetings are called to be held in San Andres island.




How much money is available from the management of the dock (February 29th, 2024)?


By February 29th, 2024, there was a balance in the bank account of COP $ 161.971.282.

The National Government through the AUTORIDAD NACIONAL DE CONSULTA PREVIA (MINISTERIO DEL INTERIOR), lately had called three meetings of following up of the 21 agreements from the prior consultation of 2019. In spite the dock is under the management and responsiblity of the Raizal Council, you can notice for your self the ways that the Autoridad Nacional de Consulta Previa has being minimizing the participation of the Raizal Council in the following-up meetings, and reducing their power of decision: See the invitations to following-up meetings
