Toward the construction of the Comprehensive Collective Reparations Plan (CCRP or PIRC) for the Raizal People as a collective victim of the armed conflict in Colombia

On December 15th, 2023, at the island of Old Providence, a protocolary ceremony was held by the Colombian National Government through the UNIDAD PARA LAS VICTIMAS, and representatives of the Raizal People, leaded by the Raizal Council (Raizal Authority), in order to recognize the Raizal People as a collective victim of the Armed Confict in Colombia.

The Raizal Council (Raizal Authority) and Raizal delegates in the ENCP (National Space for Prior Consultation for Black Communities, Afrocolombians, Raizales and Palenqueros) for nearly 2 years since the Raizal People was recognized as COLLECTIVE VICTIM, have being requesting the UNIDAD PARA LAS VICTIRMAS to continue with the next process of the construction of the COMPREHENSIVE COLLECTIVE REPARATIONS PLAN (CCRP) for the Raizal People. In Spanish it is called "PIRC - Plan Integral de Reparación Colectiva".
Finally, for September 22 to 24, 2025, in San Andrés Island, the UNIDAD PARA LAS VICTIMAS will be meeting with the Raizal People to continue the process with the construction of the Raizal CCRP. This process will start with sessions for the dissemination of rehabilitation measures, implementation of prior consultation, and validation of secondary sources; validation of the timeline and social mapping.
The Raizal Councill find it necessary to empower the Raizal People in general, with sufficient information to understand this process toward the construction of the Raizal COMPREHENSIVE COLLECTIVE REPARATIONS PLAN. As we get information that we had beeing requesting from the UNIDAD PARA LAS VICTIMAS, we are here sharing with you: the methodological resources that have been proposed for the workshop on organizational strengthening, initiating consultations, and assessing the impact on the Raizal People of San Andrés, Providencia, and Santa Catalina.
Regarding the damage assessment process, the objective is to move forward by validating, in a plenary session, the materials compiled in 2023 (secondary sources, timeline, and social mapping), and by further refining this information through concentric circle discussions and focus groups. These activities will strengthen the historical memory, gather testimonies, and, based on the community's perspectives, create a more comprehensive overview of the damages suffered and the changes experienced, which will then be incorporated into the final damage assessment document. This document will subsequently be reviewed and finalized in a collaborative process with the community.
The involvement of actors with different roles and levels of influence in the community and culture is essential to ensure that the collective reparations process accurately reflects the memories, experiences, and expectations of the Raizal people
It is important to note that within the framework of this consultation process, information will also be shared on how the design and formulation phase of the Comprehensive Collective Reparation Plan will be carried out.
